Office for Budget Responsibility Office for Budget Responsibility The Office for Budget Responsibility (OBR) is an executive non-departmental public body of HM Treasury.[i] It was established in 2010 to provide independent and authoritative analysis on the sustainability of the UK’s public finance.[ii] The Office was placed on a statutory footing through the Budget Responsibility and National Audit Act 2011. [ix] Relationship with UK Government A Memorandum of Understanding (MoU) establishes a transparent framework for cooperation between the OBR and HM Treasury, the Department of Work and Pensions and HM Revenue and Customs.[x] It sets out the working relationship between each body based on three guiding principles of accountability and transparency, effective co-ordination and regular information exchange.[xi] This memorandum, however, does not constitute a legally binding agreement[xii]. The OBR is funded via Grant-in-Aid from HM Treasury’s supply estimate, which is subject to Parliamentary control. The OBR agreed a four year, flat cash funding allocation of  £1.75 million per year with the Treasury during the 2010 Spending Review.[xiii] Criticism and Controversies Despite the OBR’s stance of full transparency around its analysis and projections[xiv], some have questioned its credibility. When the OBR got embroiled in a complicated row about government employment forecasts, it raised doubts about just how independent it really was.[xv] The creation of the OBR was seen as a modest institutional change since control over fiscal policy remains firmly in the hands of the Chancellor.[xvi] The credibility of the OBR regarding it’s accuracy have also been under attack constantly. When the OBR admitted that its forecast on the economy’s size in 2015 was out by  £65billion[xvii], Treasury Select Committee member Jesse Norman commented on the â€Å"illusion of technocratic expertise† in the OBR and predictions often involve â€Å"a very high level of guesswork†.[xviii] Former Monetary Policy Committee member David Blanchflower have also criticized the OBR’s growth forecasts in the 2012 Budget submission, to be too â€Å"widely optimistic† and citing that the OBR have frequently needed to revise downwards from its initial forecast.[xix] The OBR’s assessment over the estimated policy impact has also, in some instances, undermined currently enacting policies such as those relating to immigration in UK.[xx] Future of OBR OBR has played an increasingly important role in assessing the Government’s performance in other areas. OBR is undertaking additional responsibilities related to the welfare gap, assessing and opining on government’s performance against the cap and whether the relevant spending is forecast to stay within the cap.[xxi] In December 2013, Current Shadow Chancellor Ed Balls announced his belief that OBR should play an important role, not just for the current government but for prospective governments.[xxii] He proposed the OBR to take up the role of assessing Labour’s tax and spend policies before the next General Election in 2015. [xxiii] The role of the OBR has increasingly been compared with similar independent fiscal institutions such as the US Congressional Budget Office (CBO).[xxiv] Colin Talbot, Chair of Public Policy and Management at University of Manchester, believes that by undertaking this additional role, it will potentially make financial debates during elections more factual based. [xxv] Andrew Tyrie, Chairman of the Treasury Select Committee, added that it will â€Å"enhance the quality of debate on tax and spend†.[xxvi] Former Number 10 Policy Unit special adviser Dan Corry, similarly, argues that getting the OBR to cost Labour’s policies ahead of the election wou ld be a step forward for UK democracy.[xxvii] But this will require a change in the governing Charter of Budget Responsibility. [xxviii] However, some people have denounced this proposal stating the fear that OBR may end up being abused and used as a political tool. Ethan Frome Ethan Frome, a novel by Edith Wharton, is set in the bleak Massachusetts town of Starkfield. Ethan Frome struggles to make a living as a farmer while his wife, Zeena, complains about her imaginary ailments. When Zeena’s cousin, Mattie, comes to live with the couple, Ethan and Mattie develop a growing friendship. This â€Å"friendship† arouses Zeena’s jealousy and so she evicts Mattie from the house. Ethan becomes furious as he realizes he has fallen in love with Mattie. As they are about to part, in despair, they attempt to end heir lives. Instead they are both left crippled and their original roles have changed for life. Caring for both, Ethan & Mattie and presiding over their wrecked lives, is Zeena. Edith Wharton emphasis her work with her individual style and technique. Wharton is very precise in her choice of words and uses situation irony to wrap the reader. Wharton structures the novel in a very easy to follow manner: by using chapters, cause & effect, relationships, and a great turning point. He setting & geography stay basic throughout the novel as it is winter is Starkfield. Individual happiness is a key element in the novel, while Ethan traps himself in the love he has achieved towards Mattie. Edith Wharton takes her novel beyond. Her extensive choice of words and variety of vocabulary make the novel more interesting. â€Å"...her Pierce relations to foist on him the cost of a servant; and for the moment wrath predominated.† (Wharton III). Wharton’s extensive vocabulary gives the reader a sense of intelligence from the narrator as well as a sense of a close to accurate imagination of Ethan Frome’s life. Wharton develops detailed emotions and detailed descriptions of Ethan which gives a strong impact to the reader. â€Å"He was the most striking figure in Starkfield, it was not so much his great height that marked him, it was the careless powerful look he had, in spite of a lameness checking each step like the jerk of a chain, there was som ething bleak and unapproachable in his face, and he was so stiffened and grizzled...† (Wharton IIII) Wharton is very precise and to the point. Technique is a key element in the novel, as Wharton started off in first person describing her interests in Ethan Frome. While in first person Wharton shows curiosity along with interest.

The Lysistrata of Aristophanes Aristophanes was a satirist who produced Lysistrata around 413 BC when the news of Athen’s warships had been destroyed near Sicily. For twenty-one years, while Athens was engaged in war, he relentlessly and wittliy attacked the war, the ideals of the war, the war party and the war spirit. This risked his acceptance and his Athenian citizenship. Lysistrata is probably the oldest comedy which has retained a place in modern theatre. It primarily deals with two themes, war and the power of sexuality.. Lysistrata (an invented name meaning, She Who Puts an End to War) has summoned the women of Athens to meet her at the foot of Acropolis. She puts before them the easy invitation that they must never lie again with their husbands until the war is ended. At first, they shudder and withdraw and refuse until, with the help of the women from Sparta and Thebes, they are impelled to agree. The women seize the Acropolis from which Athens is funding the war. Aft er days of sexually depriving their men in order to bring peace to there communities. They defeat back in an attack from the old men who had remained in Athens while the younger men are on their crusade. When their husbands return from battle, the women reject sex and stand guard at Acropolis. The sex strike, portrayed in risqué episodes, finally pressure the men of Athens and Sparta to consent to a peace treaty. Ancient Greece in 431 BC was not a nation. It was a collection of rival city-states that were allies with each other or with leading military powers. Athens was a great naval power, while Sparta relied mainly on its army for superiority. In 431 BC, these alliances went to war against each other in a conflict called the Peleponnesian War. The war, which went on for 27 years, is named for the Peloponnesus, the peninsula on which Sparta is located. As the war began, Sparta and Athens each took advantage of their military strengths. Sparta ravaged Attica, the territory a round Athens, while the Athenian navy raided cities in Peloponnesus. This strategy lasted for two years. Meanwhile, Pericles’ death in 429 BC left the democracy open for hostile factions and reckless leaders who pursued their own advantages. Chief among these leaders was Alcibiades, who was as irresponsible as brilliant. By 425 BC, Sparta’s hopes for victory were bleak, and its leaders were ready to ask... ... to succeed. Ending the war would be so easy that women could complete the task. Aristophanes is not one of the most profound or exalted of Greek poets, but he is the most creative. Others deal with the world as it is, glorifying it or justifying its flaws, discovering hidden values in it and suggesting how they may be realized. Aristophanes erases the present and constructs another. He rids history and its constraints. If war has become tiresome he makes a private treaty and fetches the goddess of Peace. If Athens has become tiresome, he builds a new one in the sky. As Lysistrata shows, he is more moved by sympathy for the innocent sufferers of war than anger against the warmongers. Although caustic and good-humored, he intended to show the power lust and civil war amongst the Greeks. Everyone has a local coffee shop that they consider to be their favourite. That one place where they know they’ll be welcomed with open arms and the people behind the counter know their name (or at least their face). The place that even if their coffee costs almost double as much as Tim Hortons (Starbucks); that this is the place they’ll always recommend to their friends. A few years ago, it was nearly impossible for a local coffee shop to compete with the deep pocket coffee shops. Today, even the smallest cafe with the a very little marketing budget can compete. All they need – is a story worth telling and of course, a coffee worth brewing. If they have those, the clients will keep coming back – the main concern is usually getting them there in the first place. Here are some ways that social media can be used to help local coffee shops compete with the big players. Two Tweets and One Sugar As I write this post, twitter has become one of the biggest buzzwords of the year. However, the buzz isn’t unwarranted. Twitter is one of the largest social networking channels in North American consisting more than 15Million accounts. And while its still in its infancy; it provides businesses an unparalleled opportunity to communicate with consumers and current customers in real-time. So what does this mean for coffee shops? It means that they can communicate more effectively than ever with consumers. If that means setting up a search that tracks their brand and sending a simple thank you or going as far as taking a pre-order, so be it. Twitter gives these brands a chance to create a personal connection with their consumers and make their brand worth talking about. By being active in the twitter community an opportunity exists for coffee shops to offer their space for events such as tweet ups. Hosting these live events at your venue not only gaurantee that you’ll be selling your products, but also guarantees some buzz (tweets) about your brand. On top of that, some of these new customers were probably never in your shop in their life; however, because you got involved in twitter and hosted this event you were able to attract new customers to experience your shop. What more can you ask for? I’m glad you asked. How about 1 Blog Latte While blogging can be an important part of a social media strategy, its not worth having if you don’t have a strategy behind it. If your main goal is to develop an online community; it might be in your best interest to blog about different beans or maybe do a Wine Library TV segment – Coffee Style. However, if your strategy is focused around getting more butts in your cafes seats, it might be in your best interest to discuss offers on the blog. As great as a blog can be for an organization it can also be their downfall. A company that views their blog as being a great way to only talk about their brand and how great they are will never find readers. Well maybe they’ll have their spouse and employees; but customers won’t be interested. If you can provide your readers with something of value they will return. I often tell people looking to start a blog to try and offer the three E’s of Social Media. Entertainment, Education or Engagement An Extra Large Facebook Facebook has become the grand-daddy of them all when it comes to social networks. It has recently gone from being a questionable place to have your brand, to a necessity for many companies in the food industry. With its most recent changes to the facebook pages; it has become obvious that brand experience on facebook is back. Brands are now able to create facebook pages with more customization than ever and truly deepen their relationship with their customers. The frazzle-dazzle applications aren’t the only way for a local coffee shop to set itself a part from other stores. It can also use Facebook to promote other content that they have created. This means they can post links to their blog, videos, pictures and even coupons; reaching an audience that may not be present on the other social networking channels. With that said, we can’t forget the meat and potatoes that Facebook was built upon. The ability to get your message out to a number of people is one of the key reasons why businesses have found such success on facebook. Those tweetups we discussed earlier can easily be cross-promoted using a Facebook event. The opportunities available on facebook are great – its up to you, to turn them into something remarkable. Whose your Manager Mayor?! Foursquare is the new kid on the block in the social media world. It will be the most talked about social networking platform for the rest of this year and will definitely be playing a big part in several social media plans. James Hoffman explains on his blog why, You have people competitively visiting you, talking about you. More than that there is a pretty sensible business model in there too, meaning that foursquare could well be around in a few years. Coffee shops seemed pretty quick to embrace twitter, and it will be interesting to see if that experience has soured social media for them, or if they’ll embrace foursquare too. Something tells me that they’ll embrace foursquare like a seat-belt embraces impact. Mayorship – TechCrunch One of my favourite tactics that coffee shops can use in Foursquare is promoting the idea of becoming mayor. The basics behind this tactic is that you tell the consumers that if they become the mayor of your shop they get their beverages for free. Seeing that there is an incentive now for going to the shop more and more – You’ve ultimately created a competition that will keep the people swarming your shop. The whole idea of providing customers with rewards for loyalty has been going on for years. This race to be the mayor however, takes customer loyalty, flips it upside down and turns it into a competition. Lets not get our Mochas in a Bunch With all that said, you must always remember your companies core strategy and goals. These channels discussed above may take a similar route as hi5 or geocities in a few years time. For that reason, it is important to not put all your eggs into one basket. Facebook is already talking about their new function that will be the â€Å"Foursquare Killer.† (Keep your eyes open) Finally, remember that the value you provide your customer in the store will always out weight the value you can provide them with a social networking tool. While its important to do things to get your customers in the door – its just as important to make sure they’ll want to come back.
